Once approved by humans, a Program is created in PathPilot when connected. It is ready to use out of the box and runs alongside NodalOS.

The Councilor switches between group and solo modes by issue weight, with up to two levels of sub-topics. The decision package gives the Program name and budget, with an execution plan draft (work groups and a task outline) written by the Councilor; after human approval, it can be deployed to PathPilot as a Program, with the plan archived alongside.
